2. 對投標(biāo)人的資格和業(yè)績要求：
Requirements for Qualification and reference of Bidder:
（1）資質(zhì)要求及證明文件 Qualification requirements and supporting documents
1）承諾交貨時提供軟件著作權(quán)證書。Promise to provide software copyright certification upon delivery.
2）承諾交貨時提供軟件安裝手冊、使用說明書、軟件使用許可。 Promise to provide software： installation manual, instruction manual, license upon delivery.
3）承諾交貨時提供工作站使用說明書、產(chǎn)品合格證、保修卡和保修站點
4）如果投標(biāo)人非軟件許可方，須提供軟件許可方的同意其在中國為本次投標(biāo)提供該硬件或軟件許可的正式授權(quán)書。If the bidder is not a software licensor, a formal authorization from the hardware manufacturer or software licensor to license software in China for this bid shall be provided.
（2）業(yè)績要求：
Requirement for Bidder's reference:
所投標(biāo)產(chǎn)品的軟件商在全球范圍（合同簽訂時間在2017年1月1日-2019年12月31日）銷售救援井涉及及分析軟件（具備鉆井?dāng)?shù)據(jù)庫、井身結(jié)構(gòu)及管柱設(shè)計功能、定向井設(shè)計功能、流體力學(xué)分析、井控及波動壓力分析、扭矩/摩阻工程計算、卡鉆、固井設(shè)計、欠平衡水力學(xué)設(shè)計、套損分析、高級管柱分析計算及井下流體模擬、深水包及蒸汽模擬等功能）數(shù)量每年不少于2 套。投標(biāo)人投標(biāo)時，需提供銷售合同的關(guān)鍵頁復(fù)印件。
Bidding product by the software licensor in the global range (the contract signing time on January 1, 2017 - December 31, 2019) sales of Relief Well Design and Analysis Software (Functions including Drilling Data base, Casing and Tube Design, Directional well design, Hydrodynamics analysis, Well control and fluctuation pressure analysis, Engineering calculation of torque / friction, Sticking, cementing design, under balanced hydraulic design, casing damage analysis, advanced string analysis and calculation, downhole fluid simulation, deep-water package and steam simulation, etc..)number of not less than 2 sets of each year.When bidding, the bidder shall provide copies of key pages of the sales contract.
合同復(fù)印件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、軟件名稱、供貨數(shù)量、主要功能（具備鉆井?dāng)?shù)據(jù)庫、井身結(jié)構(gòu)及管柱設(shè)計功能、定向井設(shè)計功能、流體力學(xué)分析、井控及波動壓力分析、扭矩/摩阻工程計算、卡鉆、固井設(shè)計、欠平衡水力學(xué)設(shè)計、套損分析、高級管柱分析計算及井下流體模擬、深水包及蒸汽模擬等功能）和合同簽署頁。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗證前述信息，均視為無效業(yè)績。
The copy of contract shall contain but not limited to: Contract signing time, software name, quantity, Main specifications(Functions including Drilling Data base, Casing and Tube Design, Directional well design, Hydrodynamics analysis, Well control and fluctuation pressure analysis, Engineering calculation of torque / friction, Sticking, cementing design, under balanced hydraulic design, casing damage analysis, advanced string analysis and calculation, downhole fluid simulation, deep-water package and steam simulation, etc..) functions and Contract signing page. Absence of the track records evidence documents or the failure to verify above foregoing information, that shall be counted as aninvalid performance.
3. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2020年4月14日開始至2020年4月21日止，請登錄中國海洋石油集團(tuán) 采辦業(yè)務(wù)管理與交易系統(tǒng)（ ooc.com.cn）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊，注冊成功后，方可購買招標(biāo)文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購買招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by following method:Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from April.14, 2020to April 21, 2020. For the first time of login, a registration is needed and only after successful registration, Bidder canpurchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
