1.中化建國際 （以下稱為“招標代理機構(gòu)”）受中海油惠州石化 （以下稱為“招標人”）委托，就中海油惠州石化 2200萬噸/年煉油產(chǎn)品結(jié)構(gòu)優(yōu)化及質(zhì)量升級項目所需部分貨物及相關(guān)服務(wù)進行國際公開招標。現(xiàn)邀請投標人對下列貨物和服務(wù)提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafterreferred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under 22,000 KTA Refinery Product Structure Optimization and Quality Upgrade Project of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.對投標人的資格和業(yè)績要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求
Requirements for Qulification of Bidder
投標人應(yīng)為所投貨物的制造商或授權(quán)代理商。如果投標人是代理商，則須提供制造商有效授權(quán)書。
The bidder shallbe the manufacturer or agent of bid goods. If the bidder is an agent,it shall provide a valid Letter of Authority from Manufacturer.
Requirement for Bidder's reference:
投標貨物的制造商應(yīng)具有DN300的用于AXENS工藝的PX裝置吸附塔程控閥的銷售業(yè)績，合同簽署日期為2009年1月1日至2018年12月31日。
投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：無價銷售合同復(fù)印件（含相關(guān)技術(shù)附件）以及其他證明材料。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署日期、裝置名稱（AXENS工藝的PX裝置）、設(shè)備名稱（吸附塔程控閥）和閥門尺寸規(guī)格（DN300）。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗證合同簽署日期、裝置名稱（AXENS工藝的PX裝置）、設(shè)備名稱（吸附塔程控閥）和閥門尺寸規(guī)格（DN300），均視為無效業(yè)績。
The manufacturer of bid goods shall have Pneumatic On/off Valve(s) with size DN300 sales performance for Adsorbent tower of AXENS's process PX plant. The contract shall be signed between January 1, 2009 and December 31, 2018.
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of un-priced sales contract (including technical appendix) and other evidentiary documents. The evidentiary documents provided by Bidder shall as least demonstratethe contents as follows: Contract Signature Date, Plant Name(AXENS's process PX Plant), Equipment Name(Pneumatic On/off Valves for Adsorbent tower) and Valve Size (DN300).If no documentary evidence furnished, ordocumentary evidence furnishedcan not demonstrate Contract signing Date, Plant Name(AXENS's process PX Plant), Equipment Name(Pneumatic On/off Valves for Adsorbent tower) and Valve Size (DN300), therelevant reference will be deemed unvalid.
3.有興趣的投標人可通過以下方式獲取招標文件：從2020年4月14日開始至2020年4月21日止，請登錄中國海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（ ooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購買招標文件，不可參加投標。
The interested Bidders may obtain the bidding document by followingmethod: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from April 14, 2020 to April 21, 2020. For the first time of login, a registration(free of charge) is needed and only after successful registration, Bidder canpurchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 foreach copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
