中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱(chēng)為“招標(biāo)代理機(jī)構(gòu)”）受中國(guó)海洋石油集團(tuán)有限公司司（以下稱(chēng)為“招標(biāo)人”）委托，就番禺11-12油田/番禺10-1油田/番禺10-2油田調(diào)整聯(lián)合開(kāi)發(fā)項(xiàng)目中控系統(tǒng)所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Provision of Central Control System for Panyu 11-12 Oilfield/Panyu 10-1 Oilfield/Panyu 10-2 Oilfield Adjustment Joint Development Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

番禺 10-1 油田位于南海珠江口盆地珠一坳陷西江凹陷東南部番禺4洼南部邊緣， 距香港東南約174km，番禺11-12油田/番禺10-1油田/番禺10-2油田調(diào)整聯(lián)合開(kāi)發(fā)項(xiàng)目總體開(kāi)發(fā)方案為新建兩座井口平臺(tái)番禺10-1WHPA和番禺10-2WHPA的改造工程。
Project Summary：
Panyu 10-1 Oilfield is located at the southern edge of Panyu 4 depression in the southeast of Xijiang Sag, Zhuyi Depression, the Pearl River River Mouth Basin, South China Sea, about 174km southeast of Hong Kong. The overall development plan of Panyu 11-12 Oilfield/Panyu 10-1 Oilfield/Panyu 10-2 Oilfield Adjustment Joint Development Project is the reconstruction project of two new wellhead platforms, Panyu 10-1WHPA and Panyu 10-2WHPA.

以規(guī)定的時(shí)間為基礎(chǔ)，提前交貨不考慮降低評(píng)標(biāo)價(jià)，每超過(guò)基礎(chǔ)時(shí)間一周，其評(píng)標(biāo)價(jià)在投標(biāo)價(jià)的基礎(chǔ)上增加1％來(lái)考慮，不足一周按照一周計(jì)算。如果交貨期超過(guò)基礎(chǔ)時(shí)間四周，則視為非響應(yīng)性投標(biāo)而予以否決。基礎(chǔ)時(shí)間為合同簽署后120天。
The Delivery Schedule above is considered as a basic time, every one-week to exceed 1% of the bid price will be added for evaluation to the bid price (less than one week shall be deemed as one week). The bid document will be rejected if the delivery date is 4 weeks later than the basic time. No credit shall be given to early delivery.Basic time :120 days after the contract is signed.

For goods offered from outside PRC customs territory: DAP Zhuhai port/ other domestic delivery port designated by the purchaser.

A. 投標(biāo)人具有合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）。
A. The bidder shall have a legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or business license in one. The scanning copy of the original (original for future reference) shall be provided when bidding.
B. 中控系統(tǒng)制造商須同時(shí)具備有效的ISO9001質(zhì)量體系認(rèn)證證書(shū)并可在中國(guó)國(guó)家認(rèn)證認(rèn)可監(jiān)督管理委員會(huì)網(wǎng)站(http://www.cnca.gov.cn/)核實(shí)。如果有國(guó)家相關(guān)部門(mén)發(fā)布的最新體系標(biāo)準(zhǔn)，以最新體系標(biāo)準(zhǔn)為準(zhǔn)。
B. The manufacturer of the products offered by the bidder must also have a valid ISO9001) quality system certificate and can be registered on the website of the Certification and Accreditation Administration of the People's Republic of China（ http://www.cnca.gov.cn/ ）Verify. If there are the latest system standards issued by relevant national departments, the latest system standards shall prevail.

(2)業(yè)績(jī)要求Requirement for Bidder's reference:
A.2013年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有至少2個(gè)用于油氣開(kāi)采或處理的新建項(xiàng)目的供貨業(yè)績(jī)，且均滿(mǎn)足PCS系統(tǒng)的I/O點(diǎn)數(shù)不低于1300點(diǎn)，SIS系統(tǒng)（包含ESD及FGS系統(tǒng)，總I/O點(diǎn)數(shù)不少于1360點(diǎn)），合格的業(yè)績(jī)包括完整的PCS、SIS系統(tǒng)（包括ESD和F&G系統(tǒng)）。
From 1,1, 2013 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products submitted by the bidder shall have at least 2 new projects used for oil and gas extraction or processing projects supply performance, and all meet the technical requirements of The I/O point of PCS system shall not be less than 1300, the I/O points of the SIS system (including ESD system and FGS system shall not be less than 1360 points), and the performance should include complete PCS、SIS system(including ESD and FGS system).
B.投標(biāo)人必須提供至少兩份供貨業(yè)績(jī)證明文件，包括但不限于以下內(nèi)容：
業(yè)績(jī)證明文件包括但不限于：1）銷(xiāo)售合同復(fù)印件（含相關(guān)技術(shù)附件，技術(shù)附件需包含PCS、SIS（包含ESD、FGS）I/O點(diǎn)數(shù)）和2）到貨驗(yàn)收證明文件。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同首頁(yè)、合同簽字頁(yè)、合同簽署時(shí)間、制造商名稱(chēng)、貨物名稱(chēng)、項(xiàng)目名稱(chēng)及到貨接收證明。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)合同簽署時(shí)間、制造商名稱(chēng)、貨物名稱(chēng)、項(xiàng)目名稱(chēng)、及到貨驗(yàn)收證明的，均視為無(wú)效業(yè)績(jī)。
B.Performance proof documents include but are not limited to: 1) a copy of the sales contract (including relevant technical attachments，the technical attachments shall include the points of PCS and SIS(include ESD and FGS) and 2) proof of arrival and acceptance. The performance certification documents submitted by the bidder must at least reflect the following contents: contract homepage, contract signature page, contract signing time, manufacturer's name, goods name, project name, and delivery receipt certificate. Failure to submit performance proof documents or inability to reflect the contract signing time, manufacturer's name, goods name, project name, and arrival acceptance certificate shall be deemed as invalid performance.
