1．中化建國際 （以下簡稱“招標機構”）受中海油江蘇天然氣 委托，邀請合格投標人就江蘇LNG接收站項目下列全新貨物和有關服務進行國際公開招標, 現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co.,Ltd.(hereinafter called “Tendering Agent”), for andon behalf of CNOOC Jiangsu Gas Co., Ltd (hereinafter called"Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

數量：108臺，其中8"44臺，10"14臺，12"30臺，14"7臺，16"8臺，18"5臺。
Qty:108 stations，Of these,8"44 sets, 10"14 sets, 12"30 sets, 14"7 sets, 16"8sets, 18"5 sets.
交貨期：

關境外提供的貨物，合同簽訂后270日裝船，交貨
Goods provided inside the customs territory shall arrive at the site designated by the owner of Jiangsu LNG terminal in Binhai port area, Yancheng City, Jiangsu Province 300 days after signing the contract.
2．業績和資格要求：
References and Qualification requirement:
1）資質要求：
Qualification requirement:
A．投標人必須是具有獨立法人資格的低溫蝶閥制造商或代理商。
獨立法人資格要求：關境內投標人應提供有效的營業執照、組織機構代碼證、稅務登記證或三證合一營業執照等。關境外投標人應提供有效的獨立法人證明。以證明投標人具有獨立法人資格。
A. Bidder shall be manufacturer or authorized agent designated by manufacturer with the qualification of independent legal entity.
Bidder from within the PRC Customs Territory shall provide valid business license,Organization Code Certificate and tax registration certificate or integrated business license combined above three certificates. Bidder from outside the PRC CustomsTerritory shall provide valid independent legal entity certificate.
B.代理商要求：如果投標人所投的貨物不是投標人自己制造的，投標人應得到貨物制造商的同意以及證明其在本次投標中唯一提供該貨物的正式授權書。
B. If the goods is not manufactured by bidder, the bidder shall obtain the only legal official authority of the manufacturer that the bidder could provide the goods for the bid in China.
C. 投標人應提供閥門制造商以下三類有效認證證書復印件，若三類認證證書包含產品的類型、口徑、溫度和壓力等級其中的一種或幾種參數，則其證書中的相應參數須覆蓋本次招標的產品對應最高參數要求。所有證書認證的制造商名稱應與其所提供業績的制造商、此次投標貨物的制造商一致。
The bidder shall provide copies of the three type certifications of the manufacturer when bidding, if the three type certifications include one or several parameter ofv alve type, size, temperature and pressure, the corresponding parameter shall cover the corresponding valve’s highest parameter inthe bidding documents. And the name of the certificates shall be the same withthe manufacture of References and the manufacture ofthe bidding Goods:
（1） 壓力設備認證證書：制造商應具有中國國家質監局頒發的特種設備制造許可證（A2(2)級）、特種設備型式試驗證書和壓力設備(PED)認證證書中的至少一種；
Pressure equipment certification：The manufacturer should have at least onecertificate through the Manufacturer license of Special Equipment People’s Republic of China issued by General Administration of Quality Supervision(Certificate level for cryogenic valvesA2(2)),Certificate for Type Test ofSpecific Equipment and certificate for pressure equipment（PED）.
（2） 防火認證證書：制造商應具有API607或API6FA或ISO10497防火證書，認證機構應為Lloyd's、BV或DNV等；
Fire safe certification：Vendor should provide API 607 or API 6FA or ISO10497 fire test certification offered by Lloyd's, BV, DNV , etc.
（3） 低泄漏認證證書：閥門必須具備可靠的外密封性能，應至少達到TA-LUFT或ISO 15848-1的要求，并提供相關測試的TA-LUFT證書或ISO 15848 PART 1的認證。
Leakage certification：Valvesshall have a reliable outside sealing performance and meet the requirements of TA-LUFT or ISO 15848-1. VENDOR shall provideTA-LUF certification or ISO 15848 PART 1.
D. 從中華人民共和國關境內提供的貨物：投標截止時間前已進口的貨物：不接受；投標人擬自行進口后銷售給招標人的貨物：不接受。
For goods offered from within PRC customs territory:：For goods already imported prior to the deadline for submission of bids（not allowed）；Goods that the bidder intends to import by itself and then sell it to the Tenderee afterimport （not allowed）
E. 限位開關應滿足國家市場監督管理總局公告〔2019年第34號〕《市場監管總局關于防爆電氣等產品由生產許可轉為強制性產品認證管理實施要求的公告》的要求，須在供貨時提供CCC認證。
Limit Switches shall meet the requirements of the announcement of the State Administration of marketsupervision [No. 34 in 2019] 《noticeof the State Administration for Market Regulation about explosion-proofelectrical products change from production license to compulsory productcertification》.And the vendor should provide China Compulsory Certification on delivery.
2）財務要求：投標人應提供2016-2018年審計機構出具的財務審計報告及經審計的財務報表，包括資產負債表、現金流量表、利潤表。
Bidder shall submit 2016-2018 audited financial report issued by auditing agency, including balance sheets, cash flow statement, profit statement.
2016-2018年的年平均凈資產：不低于等值1000萬元人民幣；
Average netassets of last three years (from 2016 to 2018): not less than RMB 10,000,000Yuan or equivalent;
2016-2018年的年平均資產負債率：小于0.85。
Averageasset-liability ratio of last three years (from 2016 to 2018): less than 0.85.
3）業績要求：
Performancer equirements:
A. 制造商自2006年1月1日至投標截止之日（合同簽署時間），須具有至少2項中國境內的LNG接收站（規模不小于200萬噸/年）深冷蝶閥使用業績，上述國內LNG接收站業績中14"及以上且磅級≥150LB深冷蝶閥的累計投用數量不少于20臺。
A. From January 1, 2006 to the deadline for submission of bids（according to the date of contract signature）, the manufacturer shall have at least 2 domestic LNG receiving terminals (with a scale of no less than 2 million tons/year) performance of operating cryogenic butterfly valves, among them there shall be at least 20 sets of cryogenic butterfly valves with specifications of 14" (or above) and 150LB(or above).
B.投標人須提交有效的業績表和相關證明文件（“1.合同復印件相關章節”和“2.用戶使用證明或用戶調試報告”。如前述1和2無法體現接收站名稱和規模，須提供其它證明接收站名稱和規模的公開發行文件）。業績證明文件必須至少體現以下內容：合同簽署時間、貨物名稱及類型（深冷蝶閥）、裝置名稱及規模（LNG接收站，不小于200萬噸/年）、供貨數量、閥門尺寸、磅級。未提交業績證明文件，或所提供的業績證明文件無法驗證前述業績信息，均視為無效業績。
B.Bidders shall submit valid performance statements and relevant supporting documents (“1. Relevant chapters copies of contract”and“2. User's on-site commissioning report or user's certificate ofuse”. If the above item 1 and 2 can not prove the name and scale of LNG receiving stations,the bidder shall provide other public document to prove the name and scale of LNG receiving stations).The relevant documentary evidence must embody at least the following contents: the signing time of the contract,the name of the goods,the type of the goods (cryogenic butterfly valves), the name and scale of the unit (LNG receiving stations no less than 2 million tons per year ), the quantity of goods supplied, the size and class of valve. Failure to submit are levant documentary evidence for their reference or failure to verify the above information will be regarded as invalid performance.
C.投標人所報的本次招標低溫蝶閥（包括閥門本體、主要部件）的原產地和制造商應與所提供業績中的低溫蝶閥（包括閥門本體、主要部件）原產地以及制造商一致，且所投本次招標低溫蝶閥（包括閥門本體、主要部件）應在其原產地工廠進行生產和檢驗，不得委托加工。
C. The original place and manufacturer of cryogenic butterfly valves (including the valve body and maincomponent) of the bidder’s quotation shall be in accord with the original place and manufacturer of the cryogenic butterfly valves(including the valve body andmain component) of the offered performance. And the cryogenic butterfly valves(including the valve body and main component) of the bidder’s quotation shall be manufactured and tested in the plant of the original place, OEM is forbidden.
4）質量要求：制造商應提供ISO9001質量管理體系認證證書，且證書在有效期內。代理商投標時應提供所代理的產品制造商的ISO證書。
4）Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid. The agent shall have the ISO certificate of the product manufacturer.
3．有興趣的合格投標人可通過以下方式獲取招標文件：
從 2020年5月8日開始至2020年5月15日止，請登錄中國海洋石油集團 采辦業務管理與交易系統（ ooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或300美元，售后不退。如未在系統中購買招標文件，不可參加投標。另外，投標人還需要在 （ ooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from May. 8, 2020 to May. 15,2020. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated onlineand offline payment will not be accepted. After successful payment of RMB2000.00 or USD300.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid. In addition, the bidder need to succeed in the China international bidding nets(
