2. 對投標人的資格和業績要求：
Requirements for Qualification and reference of Bidder:

（1）資質要求及證明文件

    1）承諾交貨時提供軟件著作權證書；Software copyright certification upon delivery;

  2）承諾交貨時提供軟件安裝手冊、使用說明書、軟件使用許可；Software:installation manual, instruction manual, license upon delivery

   3）承諾交貨時提供移動工作站使用說明書、產品合格證、保修卡和保修站點

  4）如果投標人非軟件許可方，須提供軟件許可方的同意其在中國為本次投標提供該硬件或軟件許可的正式授權書。Ifthe bidder is not  a software licensor, a formal authorization from thehardware manufacturer or software licensor to license software in China forthis bid shall be provided.

（2）業績要求：
Requirement for Bidder's reference:
所投標產品的軟件商在全球范圍（合同簽訂時間在2017年1月1日-2019年12月31日）銷售動態多相流模擬分析軟件（具備動態多相流基本功能、油氣井瞬態流動模擬功能、救援井模擬分析功能、組分跟蹤功能、水合物形成與抑制模擬分析功能等內容）數量總計不少于2 套。投標人投標時，需提供銷售合同的關鍵頁復印件。
Bidding product by the software licensor in the global range (thecontract signingtime on January 1, 2017 - December 31, 2019) sales of dynamic simulation analysis software of multiphase flow (dynamic basic function of multiphase flow, oil and gas well transient flow simulation function, therelief well simulation function, component tracking function, the hydrate formation and inhibition of simulation function, implementation such ascontent,) number of not less than 2 sets in total.When bidding, the bidder shall provide copies of key pages of the sales contract

合同復印件必須至少體現以下內容：合同簽署時間、貨物名稱、供貨數量、主要功能（具備動態多相流基本功能、油氣井瞬態流動模擬功能、救援井模擬分析功能、組分跟蹤功能、水合物形成與抑制模擬分析功能等內容）和合同簽署頁。未提交業績證明文件，或所提供的業績證明文件無法驗證前述信息，均視為無效業績。

The copy of contract shall contain but not limited to: Contract signing time, equipment name,quantity, Main specifications  functions （such as dynamic multiphase flow corefunction, oil& gas well transient flow simulation, relief well simulationan alysis,composition tracking, hydrates formation and inhibition simulation analysis such as content）and Contract signing page. Absence of the track records evidence documents or the failure to verify above foregoing information, that shall be counted as an invalid performance.

3. 有興趣的投標人可通過以下方式獲取招標文件：從2020年4月28日開始至2020年5月09日止，請登錄中國海洋石油集團 采辦業務管理與交易系統（ ooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統中購買招標文件，不可參加投標。
The interested Bidders may obtain the bidding document byfollowing method:Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from April 28 to May 09,2020. For the first time of login, a registration (free of charge)is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.

4. 投標文件遞交截止時間和

未曾在中國電力招標采購網（www.dlztb.com）上注冊會員的單位應先注冊。登錄成功后根據招標公告的相說明下載招標文件！
