1.中化建國際 （以下稱為“招標代理機構”）受海洋石油工程股份 （以下稱為“招標人”）委托，就陸豐油田群區域開發工程項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ),intends to purchase the Goods and the relevant services required under the project of Lufeng Oilfields Development Project by International Competitive Bidding.The Bidders are kindly requested to provide the following Goods and services with sealed bids.

規格：本采辦文件規定了位于中華人民共和國南海海域陸豐油田群區域開發工程項目上安裝的靠船件吸能器的設計、材料選擇、制造、供貨檢查、調試和運輸的最低要求。
Specification:
This document defines the minimum technical requirements for the design, materials,manufacture, supply inspection, testing and preparation for shipment of Shock Cell of Barge Bumper which will be installed on Lufeng Oilfields Development Project located in the South China Sea, the People’s Republic of China.

2.對投標人的資格和業績要求：
Requirements for Qualification and reference of Bidder:
A．投標人所投產品制造商應通過ISO9001質量體系認證，投標人應提供制造商有效的質量體系認證證書；
The manufacturer of the product invested by the bidder shall pass ISO9001 Certification, and the Bidder shall provide manufacturer's valid Certificate of Quality Management System Certification.
B．如果投標人為代理商，投標人應得到所投貨物制造商同意其為本次投標提供該貨物的合法正式授權書。
If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bid.
C.業績要求：
Requirement for Bidder's reference:
投標人所投產品制造商在2015年至2019年之間具有應用在海上導管架項目的橡膠型（橡膠位于外管和內管之間）靠船件吸能器（吸收的碰撞能量不小于534千焦）的銷售業績。
投標人須按規定格式提交業績表，并提交相應業績證明材料，證明材料包括但不限于銷售合同（含相關技術附件）和其他證明材料。投標人所提交的證明材料至少須證明下述內容：合同簽署時間、所在項目名稱、貨物名稱、橡膠型、碰撞能量。未提供相關證明材料，或所提供的證明材料中無法驗證合同簽署時間、所在項目名稱、貨物名稱、橡膠型、碰撞能量，均視為無效業績。
The manufacturer of the product invested by the bidder has a rubber type (rubber is located between the outer pipe and the inner pipe) applied to the offshore jacket project between 2015and 2019（the collision energy absorbed by it is not less than 534 kJ) sales performance.
The bidder must submit the performance form in accordance with the prescribed format, and submit the corresponding performance certification materials, including but not limited to the sales contract (including relevant technical attachments) and other certification materials. The certification materials submitted by the bidder must at least certify the following: contract signing time, project name, cargo name, rubber type, collision energy. Failure to provide relevant certification materials, or failure to verify the contract signing time, the name of the project, the name of the goods, the rubber type, and the collision energy in the certification materials provided shall be deemed invalid performance.
3.有興趣的投標人可通過以下方式獲取招標文件：從2020年4月15日開始至2020年4月22日止，請登錄中國海洋石油總公司采辦業務管理與交易系統（ ooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統中購買招標文件，不可參加投標。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from Apr.15, 2020 to Apr.22 2020. For the first time of login, a registration (free of charge) isneeded and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00or USD 350.00 for each copy of Bidding documents which is non-refundable,Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
