1. 中化建國際 （以下稱為“招標代理機構”）受海洋石油工程股份 （以下稱為“招標人”）委托，就陸豐油氣田開發項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

(here in after referred to as “the Tendering Agent”),entrusted by Offshore Oil Engineering Co.,Ltd.(here in after referred to as“Tenderee” ),intends to purchase the Goods and the relevant services required under the project of Lufeng OilFields Development Project by International Competitive Bidding.The Bidders are kindly requested to provide the following Goods and services with sealed bids.

項目概況：本采辦文件規定了位于中華人民共和國陸豐油氣田平臺上安裝的直升機加油裝置的設計、材料選擇、制造、供貨檢查、調試和運輸的最低要求。

Overview:

This document defines the minimum technical requirements for the design, materials, manufacture, supply inspection, testing and preparation for shipment of Aviation Fuel Skids for SEMI which will be installed on SEMI of Lufeng OilFields, the People’s Republic of China.

2.資格標準：

2. Qualification Requirements: 

A.制造商通過ISO9001質量體系認證，投標人應提供制造商有效的質量體系認證證書；

The manufacturer of the Bid Goods shall pass ISO9001 Certification, Bidder shall provide valid Certificate of Quality Management System Certification of Manufacture. 

B.如果投標人為代理商，投標人應得到所投貨物制造商同意其為本次投標提供該貨物的合法正式授權書。

If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bid.

C.產品應能適用于海洋環境，投標人應承諾自費取得國家安全生產監督管理總局海洋石油作業安全辦公室（COOOSO）認可的一家第三方認證機構的證書（DNV、ABS、CCS、BV、LR），證書類型為產品認證。

The product shall be suitable for the Marine environment,and the bidder shall promise, at his own expense, obtain a certificate (DNV, ABS, CCS,BV, LR) from a third-party certification agency (DNV, ABS, CCS, BV, LR)recognized by the offshore oil operation safety office (COOOSO) of the stateadministration of work safety. The certificate type shall be product certification.

業績要求：

Requirement for Bidder's reference:

投標人所投產品的制造商應具備2013年1月1日至2018年1月1日期間直升機加油裝置不少于2套應用于海洋環境項目（海洋環境指海上石油平臺或FPSO或海船）的銷售業績。

投標人須按規定格式提交業績表，并提交本次所投貨物的制造商銷售合同（含相關技術附件）的復印件。投標人所提交的銷售合同中至少須包含下述內容：合同簽署時間、所在項目名稱、貨物名稱、使用環境。如果合同內容本身不能涵蓋合同簽署時間、所在項目名稱、貨物名稱、使用環境，需在投標文件中進一步提供其他支持材料的復印件（如圖紙、用戶證明或公開發行的信息等），以證明投標所提供的業績滿足本次招標的要求。未提供相關合同（含相關技術附件）的復印件，或所提供的上述合同及其他支持材料中無法驗證合同簽署時間、所在項目名稱、貨物名稱、使用環境，均視為無效業績。

The manufacturer of the aviation fuel skids submitted by the bidder shall have the sales performance of no less than 2 sets  for marine environmental projects (marine environment refers to offshore oil platforms or FPSO or seavessels)  between January 1, 2013 and January 1, 2018.

The bidder shall submit the goods’ Manufacturer to supply the goods in this bid the performance form in the prescribed format and submit acopy of the corresponding sales contract (including relevant technicalattachments). The sales contract submitted by the bidder must include at least the following contents: contract signing time, project name, cargo name, and use environment. If the contract content itself cannot cover the time of signing the contract, the name of the project, the name of the goods, and the environment of use, a copy of other supporting materials (such as paper, user certificate or publicly issued information) shall be further provided in the bidding documents to prove the bid. The performance provided meets the requirements of this tender. Failure to provide a copy of the relevant contract(including relevant technical attachments), or the above-mentioned contract and other supporting materials provided, the time for signing the contract, the name of the project, the name of the goods, and the environment of use cannot be verified as invalid performance.

3. 有興趣的合格投標人可通過以下方式獲取招標文件：

從2020年4月3日開始至2020年4月13日止，在中國海油采辦業務管理與交易系統（ ooc.com.cn/）購買招標文件（電子版）。投標人須在線填寫購買招標文件登記表，并在線支付標書款至指定賬戶。在線支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或300美元，售后不退。
