1.中化建國際 （以下稱為“招標代理機構”）受中海油惠州石化 （以下稱為“招標人”）委托，就中海油惠州石化 2200萬噸/年煉油產品結構優化及質量升級項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under 22,000 KTA Refinery Product Structure Optimization and Quality Upgrade Project of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.對投標人的資格和業績要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求
Requirements for Qulification of Bidder
投標人應為所投貨物的制造商。本次招標不接受代理商投標。
The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.
（2）業績要求：
Requirement for Bidder's reference:
投標人應具有額定流量不低于3200m3/h、正常運行溫度不低于316℃的C8芳烴工藝泵的銷售業績，合同簽訂日期在2010 年1月1日至2017年12月31日。
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：無價銷售合同復印件（含相關技術附件）以及其他證明材料。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署日期、設備名稱、額定流量、正常運行溫度和介質。未提交業績證明文件，或所提供的業績證明文件無法驗證合同簽署日期、設備名稱、額定流量、正常運行溫度和介質，均視為無效業績。
The bidder shall have sales performance of C8 aromatics process pump with rated flow not less than 3200 m3/h and normal operation temperature not less than 316 ℃, and the The contract shall be signed between January 1, 2010 and December 31, 2017.
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of un-priced sales contract (including technical appendix) and other evidentiary documents. The evidentiary documents provided by Bidder shall as least demonstratethe contents as follows: Contract Signature Date, Equipment Name, rated flow,normal operation temperature and medium.If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Contract signing Date, Equipment Name, rated flow, normal operation temperature and medium, the relevant reference will be deemed unvalid.
3.有興趣的投標人可通過以下方式獲取招標文件：從2020年3月20日開始至2020年3月27日止，請登錄中國海洋石油總公司采辦業務管理與交易系統（ ooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統中購買招標文件，不可參加投標。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from March 20, 2020 to March 27, 2020. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
